The Rockstar Universes are somewhat tricky to understand at times, especially if you’re talking about GTA for example. By the term ‘universe’, it doesn’t mean the game is out in a galaxy somewhere, it’s basically referring to GTA having different worlds, again not some characters being on Earth and some on Mars. With Rockstar’s games, there is the SD (Standard Definition) Universe and the HD (High Definition) Universe.
For GTA, characters from the PS2 era games (which is the SD Universe), such as CJ, Sweet, Claude, Catalina, Tommy, Salvator etc do not exist in the PS3/PS4 era games (which is the HD Universe). This is why you will never see CJ, Tommy, Claude, Tony and others from the PS2 GTA games in a future GTA game, because the don’t exist.
The universes consist of each game however different rules can apply, for example, Max Payne 1 and 2 are both SD Universe games, however Max Payne 3 is a HD Universe game, though Max appears in all of them (obviously), this is what confuses people sometimes. Just note that characters from the PS2 and Xbox Original games will NOT appear in future games on the PS3, PS4 and future platforms.
